The iDEX initiative was launched by the Hon’ble PM in April 2018. iDEX aims to achieve self - reliance and foster innovation and technology development in Defence and Aerospace by engaging Industries including MSMEs, start-ups, individual innovators, R&D institutes and academia. iDEX has partnered with leading incubators in the country to provide handholding, technical support and guidance to the winners of iDEX challenges.
Defence India Start-up Challenge (DISC) are launched with Problem Statements (PS) from Armed Forces and OFB/DPSUs for resolution by innovators.

Self-reliance is a major corner-stone on which the military capability of any nation rests. Accordingly, the Defence Production and Export Promotion Policy promulgated by the Government, aims at achieving substantive self-reliance in the design, development and production of equipment, weapon systems, platforms required for defence in as early a time frame possible, creating conditions conducive for private industry to play an active role in this endeavour; enhancing potential of SMEs in indigenisation and broadening the defence R&D base of the country. The Government is working on bringing out the Policy in its new and more effective avatar Defence Production and Export Promotion Policy.
Defence manufacturing is primarily driven by capital acquisition of defence equipment. Under ‘Make in India’ initiative of the Government, several measures have been taken to promote indigenous design, development and manufacture of defence equipment in the country by harnessing the capabilities of the public and private sector. These measures include according preference to procurement from Indian vendors under the Defence Procurement Procedure (DPP), simplification of Make procedure, introduction of simplified procedure for Make II sub-category, liberalization of the licensing regime and FDI policy by raising the cap on FDI in the defence sector, simplification of export procedure, streamlining of defence offset guidelines etc. Recently, the Government has notified the ‘Strategic Partnership (SP)’ Model which envisages establishment of long-term strategic partnerships with Indian entities through a transparent and competitive process, wherein they would tie up with global Original Equipment Manufacturers (OEMs) to seek technology transfers to set up domestic manufacturing infrastructure and supply chains.

Gujarat cadre Indian Administrative Service (IAS) officer Sh. Raj Kumar took over as Secretary (Defence Production), Govt of India on February 17, 2020. As Secretary ( Defence Production), Sh. Kumar is overseeing the 9 Defence Public Sector Undertakings (DPSUs) and 41 Ordnance Factories. He is also leading the efforts to promote entrepreneurship, innovation and startups through iDEX.
Earlier, he has worked as Joint Secretary to Government of India, Department of Economics Affairs, New Delhi since 20.4.2015.He has got vast experience of governance and management of District & State level Organizations. He has also served as Principal Secretary to the Government of Gujarat in Food & Supplies Department and Agriculture & Cooperation Department. Shri Raj Kumar is an Elect. Engineering Graduate from IIT Kanpur. He is also a Post Graduate in Public Policy (Tokyo).
Shri Sanjay Jaju, Additional Secretary, DP
Shri Sanjay Jaju comes from Indian Administrative Service and is presently working as Additional Secretary in the Department of Defence Production in the Ministry of Defence in the Government of India and looks after the policies for bringing in investments and growth in Defence and Aerospace sectors to advance the “Make in India” resolve. He has also been instrumental in setting up Defence Innovation Organisation for creating a collaborative platform for Startups to meet Defence requirements. Shri Sanjay Jaju is a Post Graduate Mechanical Engineer and a Cost & Management Accountant by background and has completed MBA in Finance. He has worked in diverse areas like Urban, Infrastructure, Civil Supplies, and Education & Tribal Welfare. One strand common across these jobs has been his passion for Information Technology. He has been an ardent advocate of Information Technology for Development and Governance. He earlier worked as the founding Director (A&F) in the National Highways Infrastructure Development Corporation Limited (NHIDCL) in the Ministry of Road Transport & Highways, GoI. NHIDCL could fast pace Construction of Highways and Development of other Infrastructure in strategic and border areas of India. He could transform NHIDCL as an e Company with initiatives like INAMPRO, INFRACON, e PACE and BIMS.
These IT platforms are regarded as change agents for the larger infrastructure sector and have been awarded National e-Governance Gold Award by Government of India for the year 2018. He had earlier worked as Secretary to Government of Andhra Pradesh in Information Technology & Communications Department. ‘Mee Seva’ a comprehensive flagship initiative for delivering host of G2C services through an integrated architecture in AP (2011), conceptualized and successfully implemented by him, has been awarded National e-Governance Gold Award by Government of India for the year 2014. During his previous stint as Municipal Commissioner, Visakhapatnam, a comprehensive first of its kind project “Saukaryam” (2000) was completed to improve delivery of civic services. The project won many International awards including the Cyber City Award of UNDP. He has made presentations on e-governance all over the globe including UN, WSIS-Geneva and the World Summit on Sustainable Development held in Johannesburg. He has participated in International and National Conferences on the development of Information driven open Societies. He has written many papers that have been published and awarded in National and International Journals and Publications. He is part of the Inaugural Class of the India Leadership Initiative of Aspen Institute, USA.
Shri Mudit Narain , Advisor , DIO
Mr. Mudit Narain has been very instrumental in setting up Idex DIO. With his vast experience of innovation and entrepreneurship, DIO has set a mark in defence startup ecosystem. Holds two Masters’ degrees in engineering and public policy from MIT, and an undergraduate degree in civil and environmental engineering. Joined NITI Ayog in 2016 to establish the Atal Innovation Mission.
He is an expert of Public policy, development, and governance work and interested in two broad fields: (a) innovation and entrepreneurship; (b) energy policy, climate change, and infrastructure regulation.
Currently working at the Office of the Principal Scientific Advisor to Govt of India, Dr K VijayRaghavan.
Also worked into World Bank as energy specialist Responsible for managing investment projects in clean energy, transmission and energy innovations.
For several projects, undertook client dialog, managed client relationships, built and maintained stakeholder relationships, oversight of financial and economic analyses and project management.
